Strategic Options
Unless you have already made a decision to out-source your IT
entirely you have three options for achieving the above goals:

It potentially offers immediate access to top-quality skills.
But enabling you to save money probably depends on combining it
with offshoring, which enables you to gain access to that
unique combination of low cost and high skill.
